Top 50 Issuers in the Middle East and Africa

Ranked on pages 10 and 11 are the 50 largest issuers of credit, debit, and prepaid consumer and commercial general purpose cards in the Middle East and Africa region. Issuers represented 48 countries. Collectively, cards they issued generated $287.65 billion in purchase volume for goods and services in 2018. That volume was tied to 148.6 million cards. Counted in this survey are Visa, Mastercard, American Express, Diners Club, UnionPay, JCB, and Maestro cards, as well as general purpose domestic-only cards. 

Saudi Arabia-based banks held 8 of the top 50 credit card issuer positions. The United Arab Emirates had 7 issuers on that list. Kuwait and South Africa placed 6 issuers each. Issuers from Bahrain, Egypt, Israel, Jordan, Kenya, Lebanon, Mauritius, Nigeria, Pakistan, and Qatar were also in the credit card ranking. The 50 largest credit card issuers combined for $167.07 billion in purchase volume from 34.1 million cards in circulation at year-end 2018. New to the top 50 were Capitec (South Africa), Faysal Bank (Pakistan), and Kenya Commercial Bank (Kenya). 

The 50 largest debit and prepaid card issuers combined for $124.36 billion in purchase volume. That spending was tied to 135.4 million debit and prepaid cards in circulation at year-end 2018. New to the top 50 were BCI (Mozambique), HBL (Pakistan), Standard Chartered (Bahrain), and Kenya Commercial Bank (Kenya).

Mastercard and Visa credit, debit, and prepaid cards in the top 50 generated $252.13 billion in purchase volume, which was 87.7% of all global and domestic-only general purpose card spending from these issuers. Mastercard and Visa cards in circulation reached 124.6 million by December 31, 2018, which was 83.8% of total cards in circulation from these issuers.
