The 25 largest issuers of Visa, Mastercard and Discover brand prepaid cards are ranked here. Cards in circulation from this group increased to 453.4 million at December 31, 2021, up 7.2% over 2020. Cards included reloadable products and those issued with a specific monetary value. Collectively, prepaid cards issued by the top 25 generated $247.39 billion in purchase volume last year, down 3.4% due to the reduction in stimulus payments.
